General David Hunter issued his General Orders No. 11, which declared slaves in Georgia, Florida, and South Carolina free. Concerned with border states’ loyalty, Lincoln revoked the order ten days later.
Congress passed the Second Confiscation Act, which extended the power of the Union military to free slaves in the Confederacy. The Union military granted freedom to blacks escaping to Union lines and enlisted them in ancillary positions.
In their second meeting, President Lincoln asked Frederick Douglass to lead efforts to free Southern slaves in the event that Lincoln was not re-elected.
Major General John Charles Fremont issued an unauthorized order for the confiscation and emancipation of slaves; Lincoln later reversed it for fear of alienating “Southern Union friends.”
