Hayes writes as Lieutenant Colonel of the 23rd Regiment of Ohio Volunteers to Scammon, his superior, as commander of the 1st Brigade. Says, "Soon afer our reinforcements under Capt Zimmerman reached Pack's ferry the enemy retreated up the River. They passed the ford before the force I sent ... had reached here." States he got this information from a scout sent to follow them and from Captain Warren who commanded a force sent to the ford at the mouth of the Blue Stone River. Dated 1 PM. Written at Camp Green Meadows- located between New River and Bluestone.
