Hayes writes as Lieutenant Colonel of the 23rd Regiment of Ohio Volunteers to Scammon, his superior, as commander of the 1st Brigade. Reports that the Confederates force that attacked at Pack's Ferry returned to the narrows. Thanks him for sending a rifled gun. Comments, "I think it will be sufficient for the purpose - Of course if a large force comes more may be needed, but I think this will make us safe in case of attack until you can forward or bring reinforcements... I now apprehend nothing but Bushwhackers." Docketed by Scammon.
