The entire ribbon is covered in black transparent silk. Originally accompanied by a letter from K.G. Ordway, the ribbon's designer and an inauguration day admission card for March 4 1865.

" Desires to bring the provisions of the Treaty before the New York State Legislature, securing the use of several New York canals for Great Britain.
