Thanks him for the offer to sell his public stock, "[b]ut the high price of stock in America at present seems to preclude the necessity of any sales in Europe." Says the six percent stock is now selling for 23 shillings to the pound. Expresses gratitude for Bird's offer. Adds that he will get in touch if things should change.

As Secretary of Treasury, Hamilton requests that the President and Directors of the Bank of the United States furnish the Collectors of Import and Tonnage throughout the United States with the signatures of the President and Cashier. This will enable them to detect counterfeits in cash notes of the Bank of the United States. Hamilton also mentions the payment details arranged with the Collectors of the District of Philadelphia, the city where the Bank was based.

Title: [Certification of duty payment on rum]

Partly printed document signed by Clymer as Supervisor of the Revenue for the district of Pennsylvania attests that the duties had been paid on "one Puncheon of Rum containing one hundred & fifteen gallons..." Marked "No. 3294." Clymer served as Pennsylvania's collector of excise taxes from 1791-1794, and was in the post when the Whiskey Rebellion broke out in western Pennsylvania.

Believes that the House of Representatives will grant a charter to it, but that the idea will run into opposition in the Senate. Reports that his wife has given birth to a daughter and they are both in good health. Writes that the weather has been mild, and he expects the arrival of Mr. [Samuel] Shaw's ship any day. Sends his regards to Mrs. Knox. "Free" stamped on address leaf with no signature.

Relates that Dr. [William] Eustis has visited him that morning, who should be able to write Knox soon to accept his new appointment.

His friends will come forward soon with ideas to help him; the individuals with the most to lose are Mr. [Alexander] Macomb and Mr. Walter Livingston, as they have loaned him the most.

Writes that he had long since resolved to devote his life to private business, and until now has been quite successful; however, due to the bankruptcy that has recently befallen New York City, he has suddenly found himself penniless. Would like to apply for a government position, but is unsure of what to apply for, as he has so long worked outside of the government. Asks if Knox has any suggestions, based on his knowledge of Morris's personality and skills.

Wrote Knox this morning from New York, but has heard news of several misfortunes on his way to Newark, so wanted to write again. Reports that many of their business associates, including Mr. [Walter] Livingston and Mr. [Richard] Platt, are in serious financial difficulty. Visited Mr. [William] Duer to retrieve a note, but Duer told him he paid the note to Mr. [John Marsden] Pintard and thereby settled his account. Will visit Pintard tomorrow to see if this is actually true. Sends love from himself and his wife to Mrs. Knox and the children.

Writes that the Consul of France has asked Breck to enclose a letter for Knox to forward (not present). The Consul is apparently afraid that the letter will be miscarried, so asks if the addressee (a Mr. De Rome) could send his reply via Knox. Relates that his wife, Mrs. Breck, is looking forward to a visit by Mrs. Knox and the children. Explains that the state of Massachusetts is calm at present, and the financial crisis in New York has not extended to his region. Sends his compliments to Henry Jackson, if Jackson is with him.

Contemporary clerical copy signed by chief clerk of the War Department, John Stagg, Jr. The letters concern protection of the Virginia frontier against Indians, emphasizing President Washington's view "that all parts of the union ought to be defended at the general expense." Discusses William Blount's requests for militias, congressional authorization, and Washington's opinions on the matters. Tied with blue ribbon.

Discusses the endeavors of their business associates in Ostend (such as George Bell), particularly upcoming ventures in India and China.
