Writes to his brother, then a Virginia congressman, about advocating for Madison's resolutions (in favor of a policy of commercial retaliation against European powers) in an election. The comment that the resolutions, which Madison submitted to Congress in December 1793, were "attached to the British nation" alludes to Madison's position that President Washington's 1793 proclamation of neutrality in the conflict between Britain and France unwisely showed indifference to the French movement toward republicanism.

Extract of a letter from Henry Knox, possibly to Joseph Peirce or Henry Jackson. Written at a later date. Discusses his house (most likely Montpelier) being completed in a year's time. Notes the critical state of affairs, his responsibility for the new corps of artillery, the frigates, and fortifications, along with all of his old responsibilities will keep him from visiting his new estate this summer. Stresses the state of crisis the country is currently experiencing and the dangers of their own conduct.

Account entry 816, possibly clipped from a larger account book. Commodore Dale discusses the balance of his bond by the brig Pomona. Mentions a purchase of sugar 22 November 1793 aboard the ship Columbia. Verso contains partial receipt 820 for bonds by the brig Sally dated 25 May 1793, and refers to a coffee purchase completed 11 June 1793 on the brig Nymph. Both receipts state that Sharp Delany, customs collector in Philadelphia, oversaw the transactions cited.

An agreement made by Amos Barrett and James Malcom regarding survey work for Henry Knox and Charles Barrett. The agreement states which areas will be explored and surveyed to determine the placement of a 100 foot road. The road will run from the Belfast river to the west line of the Waldo patent in Maine. Streams, rivers, and the condition of the land will also be noted in the survey. A plan of the proposed road will be delivered to both Henry Knox and Charles Barrett. Knox will pay Amos Barrett and Malcom $67 and Charles Barrett will pay $33.

Discusses complaints from the people on the [Waldo] patent lands. Informs Ulmer he now represents the entire patent, except for Orphan Island (present day Verona Island, Maine) and 6,000 acres on the Northwest part of Belfast, Maine. Notes he is willing to execute the agreement from 1788.

Writes there is a gentleman here from the [Waldo] patent [lands] and he says "the people are now perfectly contented & happy in consequence of your late visit and the operation of Bibles - Rum - Spelling books - Brandy." Comments they obtained the looking glasses they were looking for from New York, New York. Notes he has enclosed a letter from a Mr. Harris.

Mentions hearing of a gentleman named Ely spreading rumors about Knox. Says Knox is rumored to be in extreme poverty and "about to leave the world."

Title: An Act laying duties upon carriages for the conveyance of persons

Signed in his hand by Randolph as Secretary of State. Signed with printed signatures of Frederick Augustus Muhlenberg, Speaker of the House of Representatives, Ralph Izard, President of the Senate, and approved by George Washington as President. Printed act establishes a yearly tax on all carriages used for the conveyance of persons. Decided at a session of the Third Congress in Philadelphia 2 December 1793 and approved on 5 June 1794.

Adams, John Quincy (1767-1848)

Title: to Thomas B. Adams

Observations of riots by the poor of London, who were attempting to get more power from the government. Adams calls the rioters "Revolutionists" and notes their hunger, possibly indicating that they took inspiration from the French Revolution and referencing the poor harvest of 1795 as a direct cause for the unrest. Mentions Parliament's suppression of these outrages against "the royal virtues and crimes of the Jacobins" by passing the Treasonable Practices Act and the Seditious Meetings Act, which limited political discussion.
