Memminger, Secretary of the Confederate Treasury, requests the financial advice of Trenholm, Confederate agent in Europe. Reports a measure adopted by the Confederate Congress for "raising 250 millions by the issue of 20 year bonds, with Coupons payable at the pleasure of the Government in Coin or Cotton." Requests Trenholm's guidance on bringing these bonds into domestic and foreign markets, stating that the bonds' value in Europe "would be compounded of two elements, the value of Gold here and Cotton there."
