Notes that he will free frank the pamphlets, saving Mr. Franklin the trouble. The Executive Committee of the American Anti-Slavery Society at New York recently asked for permission to print an edition of a speech Adams gave the previous summer. Adams notes that since there is no copyright, "it may be reprinted by any one who may think it worth his while."

Two debits are to the printers Styner & Cist. The first payment of 680 pounds on 31 October 1778 was for the printing of 1300 copies of the book. The second payment of 450 pounds on 24 February 1779 was an advance for wages and bookbinders work. Reports on resistance to British quartering, a meeting of freeholders in Boston to discuss the Stamp Act, reaction to the arrival of the stamps in New York, and a declaration in Philadelphia claiming the act was unconstitutional (p. 2-3). Also contains other news from around the colonies and Europe and various advertisements. Printed with black borders, the last issue before final implementation of the Stamp Act required the newspaper to have the tax. This issue is also the last with Franklin's name in the imprint.

He mentions that "The edition of 30,000 is almost exhausted" and suggests revising it for "publication by the society to which you referred." Written on stationery of the House of Representatives. Prior to his election, Garfield had served as an officer in the Union Army.
