Pamphlet defending the Massachusetts legislature's attempt to repeal the three fifths clause of the Constitution. Claims that the repeal is necessary for Massachusetts to retain any influence in national government. Argues that this clause gives Virginia the most power of any state, and that the policy favors the Southern states as a whole, but Virginia in particular.
