Head Quarters, Dept. of the Tn
Vicksburg Miss. July 21st 1863

Lt. Col. Bingham,
Chief Qr. Mr.
Col.
I have relieved Mr. Livermore of his functions as Negro Commissioner and taken from him the controll [sic] of the steamer Potter, It seems [one] boat has been kept for the use of the Negro Regiments and another for the Commissioners. [One] it seems to me can do the business for all the Contrabands both soldiers and others.
There are some rations to go up this morning which probably will be put aboard of the Potter unless [2] otherwise ordered. As the Bullet and Potter are both now at the Wharf Please give directions which boat you will have them go on - and order the other boat for general service.
Very respectfully
U. S. Grant
Maj. Gn.
