Whereas the President of the Republic of Texas is Satisfied that by pursuing a judicious policy, the Comanches, Keyowass [Kiowas], Towactnees, Wacoes, Towacconies [Tawakoni], Ketsash [Kichai?], & Caddoes, will be induced to cease hostilities with the citizens of Texas, and listen to terms of reciprocal friendship, and where as in pursuance of this policy the President has instructed this department to appoint Holland Coffee for this desirable end - Now therefore be it known I Sam Houston President of the Republic of Texas having full confidence in the sound [text missing] of Holland Coffee do hereby constitute and [text missing] him as aforesaid, empowering him to proceed [text missing] towns or villages or such places as shall be agreed on - and then and there in the most friendly manner propose to the head men [text missing] tribes to appoint Commissioners on their [text missing] to meet the above friend Holland Coffee to negotiate a treaty which will result in a lasting peace to both parties.
