Countersigned by George Wyllys, Secretary. Appointment of Bulkley as Captain of the Third Company in the 12th regiment in the Colony of Connecticut. Trumbull was the governor of the Colony of Connecticut, and later the only colonial governor who supported the Revolution. Large red wax seal is partially extent. Bottom part of the document is flaking apart and is fragile. On verso are a series of numbers added up.
