Concerns a complaint by the quartermaster in the regiment of Colonel Prescott, possibly William Prescott, against a member of the regiment of artillery. Discusses a potential garrison court martial and its legality. Gates was then George Washington's adjutant general.

I understood from the Qm: of Colonel prescots Regiment this Morning, that the Complaint he exhibited, was against a Centinel of the Regimt of Artillery; if so, there is no Irregularity in Trying him by a Garrison C. M. at the post, where the Crime is supposed to have been committed; if there appears any partiality in the Judgement of that Court the prisoer may have his redress by appealing to a General C. M - The Ordering Artillery Members to be mixed with the Others in composing the Garrison Court Martial, is an Indulgence commonly Granted to the Artillery, but not absolutely their right. - I am Sir
