Partially printed document appointing James Mackinson a first Lieutenant. Attested by Charles Thomson as secretary. The top of the document, which contained Mackinson's name, has been lost. The name is found on the docket.
Charles Thomson was the Secretary of the Continental Congress for its entire history, from 1774-1789.
James Mackinson was a First Lieutenant in the Second Continental Artillery. He was killed at Fort Mifflin 15 November 1777.
