Sir
I have the honor to acknowledge the receipt of your letter of yesterday respecting some deserters of the 40th regiment. I have not received any report from the officer commanding at Brookland upon the subject, but I am certain he has no orders which can [struck: in any] countenance the encouragement or assistance of deserters from the british Army.
I beleive the reservation of certain places by his Excellency Sir Guy Carleton and agreed by his Excellency Governor Clinton, cannot be construed into [struck: any] [inserted: a] reg[inserted: u]lation concerning deserters from either side. If they should think proper to enter into any stipulations upon this point, their mutual decision will be a law to the [2] law to the continental troops in this vicinity
