Requesting a permit allowing the bearer, Mr. Barnett, to cross Confederate Lines. Barnett "requires a pass to cross our lines in order to ship in wire for making cotton cards." Johnson says he has faith in Barnett, and hopes he will be issued a pass.

Herschel V. Walker was a Senator from Georgia in the Confederate Congress, and previously a United States Senator and Governor of Georgia.
James A. Seddon was the Confederate Secretary of War, previously a Congressman from Virginia.

The bearer will hand you a letter to me which will explain the object of his visit. I know Mr. Waters, the author of the letter to me & I have full confidence in his Statements, in relation to Mr. Barnett. Mr. B requires a pass to cross our lines in order to ship in wire for making cotton cards. The object is commendable & from Mr. Waters Statement I have full confidence that Mr. Barnett is entirely loyal and trustworthy. I hope you will find it consistent with public duty to give him your permit for the purpose intended.
