Possibly in Joseph Bradley Varnum's hand. Mentions, via Harrison Gray Otis, the publication of a Constitutional report by Alexander Hamilton. Also notes George Thatcher claim that the "System was deficient" and that he could write a better Constitution in two hours.
Mr. [Harrison Gray] Otis said that Mr. Hamilton's plan of a Constitution[al] report had been published[.] did him Immortal Honor. -- Feb. 13. 1798. -- Mr. Thatcher at the same time observe[d], that System was deficient, that he should wish even that amended, he wishes he had the full power of making a Constitution for the U.S. [inserted: for 41 Days?] and he Said he would make a much better one than the present in two hours
