Writing two days before the capitulation of Vicksburg, Mississippi, General Grant acknowledges receipt of a letter from Major Eaton. Relates that, based on Eaton's request, he will forward a recommendation for the promotion of Colonel John W. Fuller to President Abraham Lincoln.

Eaton served as chaplain to the Ohio Volunteer Infantry, colonel of the 63rd United States Colored Infantry Regiment, and superintendent in charge of freedmen, based on Grant's appointment. Fuller was promoted to Brigadier General in January 1864.
