Relates that if Major [William] North is appointed to a new position, the appointment of his successor as Inspector of the Army will rest with Congress. Would like be able to promote people to the job, but is "inclined to believe that the duties of the inspector are so various perplexed, and of such a nature, as would be exceedingly unpleasant to a gentleman of your disposition." Discusses the types of qualities an inspector should possess, including "a rigid adherence to the rules."
