Reply to Massachusetts Congressman Otis' letter dated December 20, 1798 regarding his thoughts on the organization of the United States Army. Enclosed was a copy of a letter on this subject (GLC00496.030.02) which Hamilton wrote to James Gunn during the Quasi-War with France.
