Major and Assistant Adjutant General Whiting informs Semmes of modifications made to recruiting details. He also instructs that as per General Joseph E. Johnston's directions, "it is expected that a Bill providing for recruiting the One year Regiments, with men for three years or the War, will immediately become a Law."
