Partially printed document signed by Adams as Massachusetts Governor and John Avery as Secretary. A note on the verso dated 7 March 1797 and signed by William Graham and Samuel Freeman attests that Lewis took the oath of office. Adams' signature is shakey due to his failing health. The "S" in Samuel Adams' signature has been affected by water damage. Includes a paper seal.
