Mississippi governor Pettus appoints Joseph W. Matthews as commissioner to Alabama to inform that state of Mississippi's upcoming convention "to consider the present threatening relations of the Northern and Southern sections of the United States" and "to express the earnest hope of Mississippi that Alabama will co-operate with her in the adoption of efficient measures for the common defence and safety of the South." Also signed by Mississippi Secretary of State C.A. Brougher. Docketed in pencil.
