Hunt notes that this document was presented as a proposition by him to Major General Joseph Hooker, Commander of the Department and Army of the Potomac. Hunt hoped to assign two guns per 1000 men, and place the remaining artillery in reserve. Remarks that Hooker declined the proposition. Signed 11 April 1863 by Major Alexander Doull, inspector of artillery, who certifies this as a copy of the proposition presented to Hooker by Hunt.
