Possibly a copy in General Scammon's hand of a decoded cypher telegram to Scammon from Colonel Duval. Reports that Colonel White of the 12th Ohio infantry says that a company of Confederate troops is moving toward Gauley bridge and that another regiment of cavalry is moving toward Wayne and Cobell Counties, West Virginia. Only dated 5 November, year inferred from other documents in the collection.
