An extract from the Council's minutes. Resolve gives the governor of New York the authority to "discharge the said Troops; except such Number or Detachment of them as Major General Knox, or other commanding Officer of the Troops of the United States, within this State, shall deem necessary to be retained in Service, at the Expence [sic] of the United States." This was a result of the high expense the New York troops incurred due to wages, subsistence, and clothing.
