Unsigned, but handwriting suggests the author is Henry Knox. Addressed to "Mr. Patterson and the other proprietors of Belfast" on page 2. Declares that he has learned that his survey and the Proprietors's survey of the town of Belfast differ. Suggests that he appoint one surveyor, and the proprietors appoint another, and they perform a new survey, which Knox will pay for.
