Written at camp of the Ninth Massachusetts Regiment. Directed to "Gentlemen," a committee including General Henry Knox chosen to address the regiment's grievances to Congress. Lieutenants Thomas Edwards and Charles Seldon, and Major Lemuel Trescott sign on behalf of the 9th Massachusetts Regiment: "We wish... to mention generally that we think our grievances consist materially in not receiving our monthly pay & having our Accounts regularly settled, especially those of retiring Officers, and there being no fund for the payment of the half pay promis'd us by Congress after the War, or any recommendation to the State to settle the same with us."
