Written to the committee chosen to present the regiment's grievances to Congress. Cosigned by Finley, a surgeon, Captain John [Trotter] and Lieutenant Nathaniel [Thacher]. They cite lack of pay, unfair treatment to veteran non-commissioned officers, and lack of provision, among other grievances. Written from camp near New Windsor.
