Knox, Commander of West Point, regrets that he could not comply with Lincoln's order to erect an arsenal due to lack of artificers present. Requests that Lincoln, Secretary at War, send "twelve good majors" for completion of the magazine. Transmits a plan (not included) for the construction of an arsenal, drafted by Major Villefranche, an engineer. Discusses the plan in detail.
