Floyd, a member of the Virginia state legislature, writes to McClelland, United States Secretary of the Interior. Recommends the appointment of General Douglas B. Layne for the post of Marshall of the Western District of Virginia. Writes, "He is at present in the senate of Va & a most efficient member, enjoying the confidence of his party..."
