General Jenkins requests arms from Letcher, Governor of Virginia. Reports that many of his men are not armed. Writes, "My command being made up of a lot of Refugees who have lost everything- We stand but little chance in the... competition for arms from other [struck: & men] Commands." Docket from 9 May 1863 notes that Jenkins's application has been declined.
