Wallace, Colonel of the 11th Illinois Infantry Regiment, writes to Mather, Adjutant General at Springfield, Illinois. Recommends Wesley B. Casey for promotion, noting that in a previous recommendation he made for Casey, he misspelled his name. Requests that Mather also transmit commissions for Thomas E. G. Ransom as Lieutenant Colonel and Garrett Nevius as Major of the 11th Regiment. Reports that he will promptly send the names of other officers to be commissioned.
