Deming, Mayor of Hartford, Connecticut, transmits a copied letter (included on pages two and three of this document) to Burr, who previously served as Chairman of the Democratic State Central Committee. Informs Burr that he previously sent the letter included to R. H. Winslow, A. G. Hazard, N. Wheeler, James E. English (Connecticut Governor 1867-1869 and 1870-1871), Samuel Colt (inventor of the revolver), and P. C. Calhoun to obtain donations toward a testimonial plate honoring Burr's service as Chairman. Relates that William Hammersley, A. E. Birge, and J. D. Seymour donated money for the testimonial plate, transmitted with this correspondence (not included).

- The copyright law of the United States (title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement.
