Livingston claimed that the four companies of soldiers garrisoned at Albany would require £3650 worth of food, or die of starvation, and that former Gov. Fletcher "would not undertake the victualling of the Companies but requird they would raise a Credit for the doing of it." Therefore Livingston presented this plan in an effort to lower his own expenditures while victualling the soldiers.
