Reported by New Jersey Senator Samuel Lewis Southard. Authorizes the United States President to establish a naval academy. Establishes that the Academy will be under the direction of the President and Congress. Arranges for the appointment of teachers and the appropriation of educational materials. Provides for the Academy's use of funds from the United States Treasury.
