Countersigned by Matthew F. Maury as Superintendent of the Naval Observatory certifying that seven dollars should be paid to the Navy Agent at Philadelphia. Signed by Ingraham as Chief of the Bureau of Ordnance. Ingraham entered the CSN in 1861, serving as commandant of the Charleston naval station from 1862-1865.
