Halleck writes to Stanton to report on Union troop strength in the western theater. Llists the number of troops under Generals Grant, Pope, Curtis, Strong, Steele, and Schofield, and the numbers in several state militia. Written on stationery of the Department of the Mississippi. At the bottom of the page, Halleck notes "(In cipher)."
