Issued by the command of Colonel Arthur A. Smith. Signed by William W. Shrader, Assistant Adjutant General. States "as long as the cradle, the nursery, and the hearth-stone are schools where rebellion and treason are taught-- as long as the plastic mind of the youth of this country is moulded and shaped by rebel hands, so long will the elements of discord, rebellion and treason remain." Orders Tennessee women to take an oath of loyalty to the United States Government before the provost Marshal within twenty days. Confirms that those unable or unwilling to take the oath will be reported to authorities. The printer of this document is unknown.
