Advance copy of the address given at American Legion National Headquarters, Indianapolis, Indiana. Criticizes the weakness of the American Air Force, compared to the Soviets, and advocates "a Strategic Air Force with sufficient retaliatory powers." With Kennedy's autograph notes in ink and pencil on verso of p. 4, and manuscript edits in blue ink on p. 1-3 (possibly in the handwriting of his wife, Jacqueline). The bottom of page 2 has been clipped and replaced with a new typewritten section.
