Written by Fisher as Surgeon in Charge of General Hospital No. 3 in Lynchburg, Virginia. Says the regulations "are published for the government and guidance of the Patients of this Hospital." Regulation topics include: getting full name, company, and regiment of patients, passes, curfews, patient cleanliness, patient behavior, hospital property, and liquor.
