Bitterly criticizes governors who abuse their power. States that "plagues, epidemical distempers, and famines are tolerable evils, compared to an ill governor and supreme magistrate." Specifically criticizes Governor Lowther of Barbados. Also includes three editorials addressed to Zenger, one of which discusses a response published in the New York Gazette to a paper criticizing Governor William Cosby of New York.
In addition to the editorials, the journal also includes a section for New York and New York customs house arrivals and departures. The advertisement section includes an announcement for the publication of a list containing the names of people who have "flattered and soothed governors." For those sycophants who have converted and are repentent of their actions, the author, with enough proof of the individual's conversion, will blot the name off of the list.
Unlike other issues, this issue does not contain a foreign affairs section. Zenger includes a message to his correspondents explaining why the foreign affairs section has not been included in the paper.
