Carr asks Senator Harlan for help in securing Lieutenant Frank Williams' release, a parolee captured at Gettysburg of the 13th North Carolina. He notes that prison authorities are making a similar request to Washington, because Williams gave "information that prevented the escape of some desperate rebels...and, perhaps by so doing saved the lives of some very valuable officers and men."
