"A meeting of the Citizens of Annapolis...for...considering the propriety, of offering a memorial to Congress for the establishment of a Navy yard at this place...Resolved...to take immediate steps to have the harbour of this City, the creeks around it, and the shoal on the outside of its entrance, surveyed by scientific and competent engineers."
