A thank you letter from William Marshall Thomas, the House representative for California's twenty first district, to Moorhead for his support for H.R. 3750, concerning campaign spending. The Republican effort was "geared toward returning control over campaign financing to the voters, reducing the special interest influence of PACs, and banning soft money." In contrast according to Thomas, the Democrat version which was passed "was designed to protect incumbents by imposing an arbitrary spending limit on campaigns without compensating for the advantages of incumbency." This letter is on Thomas's House of Representative stationery.
