This is believed to be Carter Braxton (1736-1797), a delegate to the Continental Congress and a signer of the Declaration of Independence.
Virginia, 4 May 1767 Exchange for 112 [struck] twenty Days sight of this my Third Bill of
Exchange, my first and Second (of the same Tenour and Date not paid pay to David Ross
or Order, the Sum of One hundred & twelve pounds Sterling ( for Value in
Current Money, here received) at Time make Payment, and place it to Account of Money
