Mercer, Maryland Governor Hicks' aid-de-camp during the 19 April 1861 Baltimore Riot, transmits a statement (not included) describing events of the Riot. Claims that he heard Hicks order General Charles Calvert Egerton to drive back the mob of citizens confronting Northern soldiers during the milieu. States that Egerton, who drove back Union troops instead of Baltimore citizens, claims misapprehension of Hicks' orders.
