Davis writes as President of the Confederate States to the Governor of Florida about enforcing the Conscript Act in the state and encloses a copy of the instructions (not present). Addresses the issue of physically unfit men reporting for duty and directs that it is the duty of the mustering and inspecting officers to refuse them.
