Formal record listing money to Ely by Connecticut. Includes pay of one dollar per day for time while he was captured, and reimbursement for expenses such as rations incurred during fighting. Includes conversion values between old currencies and new dollars. Signed twice by Howell as the General Commissioner for the Office of Army Accounts.
Joseph Howell had served in the American Revolution and when the Constitution was passed became Paymaster General of the Army, with the rank of Major. He held the office until his death.
