Typed and signed as a true copy by Albert L. Mills as First Lieutenant and Adjutant First Cavalry. Bell, Bland Ballard, and W. C. Goodloe (possibly William Cassius Goodloe) request President Johnson to appoint Brisbin as a Colonel or Brigadier General in the Regular Army. These typewritten copies date to circa 1887-1891 based on Mill's rank and assignment at the time.

Bland Ballard (1819-1879) was a federal district judge in Kentucky appointed by President Abraham Lincoln at the beginning of the Civil War. He was a strong anti-slavery advocate and his district was responsible for a large number of convictions for treason during the war. William Cassius Goodloe (1841-1889) was a chairman of the Republican National Committee and served as minister to Belgium under President Rutherford B. Hayes.
